What does this mean?

 
I think it means that I am supposed to put 1 stitch to the rear, then knit three, knit the rear stitch, and go on my merry way..

Then the second thing is involving a purl thing. I'll keep working on it. Any clues are gratefully accepted. I mean the ones that don't recommend burning and burying the project in the dark of the moon.

    I can't even read it, sorry! Can you copy out the instructions perhaps?

    But I have to say it:- would it not be best to practice a few rows of this with some scrap yarn and make a pattern swatch?

    Rho, thanks for having a look, though. It was kind of you. Chart reading is like reading a small foreign language (termitese?), but not so bad. Most of the time. ;o)
